There is no red-light district in Budapest, but there are several erotic nightclubs in the city. So if you search these kind of places you will find them.
There are lots of pubs in the city. They differ on a big scale from elegant bars to the slummiest small low pubs. Hungarians drink relatively much alcohol, but they can behave when drunk.
You are allowed to smoke on the street, and on the places assigned in public buildings, restaurants and bars. Our nation is a heavy smoker.
Drugs are illegal in Hungary from cannabis to hard drugs. Despite many people use drugs in Hungary (eg. cannabis, hash, ecstasy, speed), and you can find a way to smoke a joint if you'd like to.
Trying drugs once is not a crime in Hungary, but dealing in them is, in the event of a drug-related accident call for an ambulance.

This is a 24-hour helpline in Hungarian, but is also provides in English, German and French at certain times of the day. Call them for information on the availability of these services.
After dark, no parts of Budapest are 'off-limits' to visitors. But avoid Margaret Island and both residents and visitors give the dodgier parts of the 8th and 9th districts a wide berth.
Drunken behavior, screaming and shouting late at night, drinking alcohol & urinating in the streets is not appreciated!
